Salary Range: Hourly - $32.60- $49.92
Monthly - $5,651.39- $8652.47

SUMMARY
This is a non-exempt professional position with the North Front Range Metropolitan Planning Organization (NFRMPO), Transportation Planning Team. The Transportation Modeler is an intermediate level planning position, which supports and carries out Transportation Planning Team activities related to the development of comprehensive plans and programs for surface transportation and air quality in the North Front Range region. The Transportation Modeler performs data collection, compilation, and analysis activities; travel demand forecasting and air quality model data preparation; and various transportation and air quality projects and programs. This position requires an individual with a high degree of computer literacy, strong organizational skills, attention to detail, and the ability to undertake multiple on-going tasks. Impartiality and the ability to establish and maintain effective working relationships with the NFRMPO team, local planning officials, and the general public are vital. This position reports directly to the Transportation Planning Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The key responsibilities and duties of the position include, but are not limited to:
• Lead internal travel demand modeler that works in conjunction with consultants in the development and use of the model:
o Lead travel demand forecasting;
o Data preparation and air quality conformity determinations;
o Coding networks, running the appropriate travel demand forecasts;
o Collect model input data including demographic, land use, and travel counts from a variety of sources;
o Providing travel model outputs for emissions model runs; and
o Conducting conformity analyses, interpreting emissions model results, developing supporting documentation, and coordination with stakeholders.
• Internal air quality expert that is the point in air quality matters that impact the NFRMPO and support the participation in the Lead Planning Agency (State) status;
• Participate in the development of motor vehicle emissions budgets (MVEB) and transportation-related strategies in the State Implementation Plan (SIP) as appropriate and requested;
• Provide technical assistance related to the NFRMPO¡¦s travel demand model and air quality to local governments, transportation providers, environmental interest groups, outside agencies (including State and federal), and/or the public as requested;
• Respond to air quality and travel model inquiries from local governments, elected officials, committees, Agency staff, funding agencies, and decision-making forums; and coordinating activities with local, State, and federal governments as requested;
• Assist supervisor with Greenhouse Gas (GHG) planning and modeling requirements;
• Responsible for the more complicated development and oversight of various transportation plans and programs;
• Perform transportation research and analysis to support the transportation planning program analyze, and visualize large data sets;
• Lead short- and long-range planning, technical, and feasibility studies by conducting research; attending meetings; compiling meeting minutes or notes; evaluating and recommending alternatives; conducting technical analyses on various alternatives; submitting study results to supervisor for review; drafting presentations for committee and/or public meetings, memorandums, letters, annual reports, documentation, articles, executive summaries, and final reports;
• Independently develop and lead data collection and analysis activities by compiling data, developing survey documents; compiling and maintaining databases and spreadsheets; ensuring data accuracy; interpreting, analyzing, and manipulating data; producing charts, maps, plots, and reports; and using Geographic Information System (GIS) software to create maps, visuals, and to analyze data;
• Perform quantitative analyses of large data sets using various software platforms and create visualizations for reports;
• Monitor, interpret, and support supervisor in responding to federal and state legislation and regulations regarding transportation-related air quality;
• Administer contracts for transportation program products and coordinate and work with federal, state, and local transportation agencies;
• Aid supervisor in procurement and contracting functions by assisting in the development of memorandums of understanding (MOUs); and reviewing and evaluating responses to Calls for Projects and RFPs as requested;
• Serve as an Agency and Team representative by attending committee meetings; providing technical assistance to local governments, transportation providers, environmental interest groups, outside agencies, and/or the public as requested; and drafting responses to data or other inquiries regarding various topics including funding, transportation, and/or air quality issues;
• Make presentations to the public, stakeholders, elected officials, boards, and other groups as required;
• Conducts outreach work with the general public at public events (located both indoors and outside) and meetings; and
• Carry out other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position does not have direct supervision of other Transportation Planning staff.
QUALIFICATIONS
A Master¡¦s Degree in transportation planning, land use planning, urban or regional planning, geography, GIS, modeling, data science, or other related fields which include analytical and quantitative methods is required. Bachelor¡¦s Degree and two years of progressively responsible experience or an equivalent combination. Experience requirements: two to five years.
KNOWLEDGE, SKILLS, AND ABILITIES
• Strong oral and written communication skills.
• Demonstrated ability to work independently and to set and complete workload priorities with limited supervision.
• Familiarity with land use and travel demand models.
• Strong interpersonal skills which include collaboration and the ability to be part of a successful team.
• Strong computer aptitude, with skills in Microsoft Office, ArcGIS, and TransCAD or another travel demand software program.
• Working knowledge of transportation modeling theory;
• Familiarity with database theory and software: familiarity with GIS software and SQL preferred.
• Strong mathematical skills;
• Scripting or programming skills using languages such as Python, R, and/or GISDK. Experience with the GISDK programming used by TransCAD preferred.
• Working knowledge of scientific and research methods and ability to perform statistical/spatial analysis.
• Knowledge of federal and state transportation planning requirements desirable.
• Knowledge of the practices and principles of comprehensive and/or long-range transportation planning processes.
• Familiarity/Experience with project management.
• Work involves choices of action within limits set by standard practices and procedures. Professional judgment is required to apply the proper course of action.
• Ability to work with elected and appointed officials and other agency staff, as well as the general public.
• Work requires a comprehensive and practical knowledge of the transportation planning field with use of analytical judgment and decision-making abilities appropriate to the work environment of the Agency.
CERTIFICATES, LICENSES, REGISTRATIONS
Current driver's license. An offer of employment will be contingent on a clean Motor Vehicle Record (MVR).

The work area is a standard professional office environment with travel to other locations for meetings. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions, fumes, or airborne particles, and vibration. The noise level in the work environment is usually moderate.
